We have entities that are not Special Education entities but all the students in these entities have only some special education hours.

      For example in on entity In the calendar the hours are 4.80
     A Student has a placement of 2.0 hours. 
Entry withdrawal screen set to 100
Set Bldg Hrs over ride to Yes
Student Hours are 2
Then the General FTE is 0 which is good, but the Special Ed FTE is calucalted to 1.  
This student Special Ed FTE should be .42

I can not find anywhere that I can change the FTE or force the system to calculate it correctly.

Does anyone else have this problem with students?  If so, how do you resolve them so the FTE get reported correctly.
